In order to provide assistance under "Services to Groups" the identified service must promise to contribute substantially to the vocational rehabilitation of a group of disabled individuals.
When a service is identified which may potentially be addressed through Services to Groups, the Area Program Manager shall contact the Field Operation Director for consultation.
No commitments for services shall be made prior to approval of the Deputy Director of Rehabilitation Services.
