10-01 Philosophy
NMDVR provides rehabilitation services to eligible participants in the most expeditious manner possible. The use of comparable benefits and a Financial Needs Test are intended to provide a vehicle for maximizing the responsibility of all concerned parties in meeting the cost of rehabilitation - not to screen out or deny services to participants.
Firm but tactful negotiation regarding choice and participation should be aimed at obtaining the participant's cooperation. In instances where the financial needs test is not applicable, it is still expected that staff will negotiate the participant's participation in the cost of the good or services to the extent possible.
